Promote Industrial Resource Recycling and Clean-Up Plan

In order to strengthen the management of industrial waste operations and promote industrial resource circulation, this plan assists in evaluating suggestions for expanding the listed industries, clarifying the identification of industrial waste, drafting a reference manual for general industrial waste code identification and updating the guidelines for the determination of hazardous industrial waste, and researching and proposing directions for amending laws and regulations related to the management of industrial waste operations and the quality standards for recycled products. This plan also assists in the operation of "the Waste Management and Resource Utilization Action Group", evaluates the results of each ministry's implementation of the action plan and compile their proposals in order to refine the development of waste management and resource utilization toward the long-term goal of resource circulation. The implementation of this plan focuses on: (1)researching and proposing the expansion of the listed industries in line with the amendment of the Waste Disposal Act; (2)conducting the management evaluation and administrative work for the "Action Plan for Waste Management and Resource Utilization"; (3)drafting a manual for the identification of industrial waste and reviewing the laws and regulations related to the operation of waste facilities; (4)reviewing the four major resource circulation materials to enhance the efficiency of the resource circulation process; and (5)improving recycling operation and management in line with the amendment of the Waste Disposal Act and researching and proposing plans for amendment. This plan filters and evaluates listed industries and makes management recommendations. Based on the evaluation experience, five evaluation factors were summarized to establish the criteria for expanding the listed industry. At the same time, this plan reviews and amends the "Methods and Facilities Standards for the Storage, Clearance and Disposal of Industrial Waste" to incorporate storage labeling technology and new pilot programs to meet new management needs. In addition, this plan takes stock of the differences in recycling operations and management among various ministries, reviews and proposes recommendations for consolidation of management, and proposes recommendations for refinement or revision of operations and recycled products that do not correspond to the quality standards for the purposes of subsequent planning.
